Special Prosecutor Needed in Pelham Manor Investigation

The Committee on Public Integrity Calls On District Attorney to Appoint Special Prosecutor Over Cop's Injury Investigation - December 20, 2011

Cries of a cover-up have followed the tragic November 15, 2011 serious injury of respected Pelham Manor Police Officer Michael Tillistrand and have left numerous calls on Westchester County District Attorney Janet DiFiore to appoint a Special Prosecutor over the pending investigation. As reported in the November 17, 2011 edition of the Westchester County Journal News, Officer Tillistrand was hit and seriously injured during a routine traffic stop on Boston Post Road in the small village of Pelham Manor. While the accident was widely reported, it took days before The Journal News uncovered that the driver of the vehicle that hit Officer Tillistrand was the daughter of the Village of Pelham Manor Fire Chief, Joseph Ruggiero. The 28-year-old Tillistrand was admitted to Jacobi Hospital with life-threatening head injuries, made tremendous progress, and is currently in Helen Hayes, a Rockland County Rehabilitation facility. The Journal News reported on November 16, 2011, that the Pelham Manor Police had declined to comment "...about the status of the investigation until the chief came in at 10 a.m." Reporter James O'Rourke noted in his story that, "A silver coupe was covered by a tarp, perhaps to preserve evidence as it rained," and that, "A county police accident investigator said at the accident scene that the officer who was struck had been assisting another officer who was writing a citation for the driver of a stopped car." However, details pertaining to driver Jillian Ruggiero's texting-while-driving activity at the time she allegedly drove into Officer Tillistrand have been, it is alleged, kept secret. In addition to the apparent conflict of the Pelham Manor Police investigating the actions of the daughter of the Pelham Manor Fire Chief, there's more. In a bizarre series of events that left administrators at Jacobi Hospital frantic, the Pelham Manor Village Manager, John Pierpont and his wife apparently appeared to visit the injured Tillistrand shortly after he was admitted. It is reported that Mrs. Pierpont, a nurse associated with Sound Shore Hospital in New Rochelle, began reviewing Officer Tillistrand's medical charts. Mr. and Mrs. John Pierpont were allegedly escorted out of the hospital and banned from visiting the critically injured Tillistrand at Jacobi Hospital. The Pelham Manor Village Manager, John Pierpont, is not new to controversy. In an article believed to be from October of 1997, the local Town of Pelham newspaper, The Pelham Weekly, headlined an article, "Pierpont: No Comment On Mount Kisco Case." It was reported that Mr. Pierpont had, "no comment on a Westchester County district attorney's inquiry in a Mount Kisco case," noting that, "Pierpont was village manager in Mount Kisco until two years ago." The focus of the District Attorney's investigation was, "whether a crime was committed regarding computer equipment which was unaccounted for when a recent inventory was taken." The article quoted the Mount Kisco police as saying that, "the items [had been] returned." In the Village of Pelham Manor, the Village Manager is the highest public official.

  6. You only have a small portion of the story here. As horrible as the injury to this on-duty member of law enforcement was, the way the investigation was and is being handled is, in fact, criminal. The Pelham Manor police chief (Al Mosiello) is very friendly with the Pelham Manor fire chief (Joe Ruggiero). Mosiello should have passed the investigation outside of the Manor right from the beginning since it was known immediately that Ruggiero's daughter was the driver and she was texting while driving her car into Tillistrand. As we know now, Mosiello did NOT pass the investigation to anyone, he went into shutdown mode.

  7. It is VERY important to know that both police chief Mosiello and fire chief Ruggiero are COMPLETELY CONTROLLED by the Village Manager John Pierpont. Pierpont runs Pelham Manor and answers to no one. Pierpont could get rid of Ruggiero and Mosiello tomorrow if he wanted and everyone knows that. Pelham Manor's police chief Al Mosiello has yet to pass the police chief's test though he's quite set as the Pelham Manor chief of police, unless Pierpont wakes up one morning and wants him gone.

  9. If the DA's office does appoint a special prosecutor, they need to pull the cellphone records of Mosiello, Joe Ruggiero and Pierpont in addition to EVERY cop who appeared at the scene. Phone logs and text messages!!! The evidence will show nice timeline of how cover-ups happen in the sleepy little village of Pelham Manor. (Oh, make everyone produce ALL of their phones as some mutts have more than one for this very purpose)

  13. Pelham Manor is the place to get rich as a public servant unless you are a cop or fireman. Pierpont and Ruggiero collect multiple checks from the taxpayers and this website is correct that the PM police chief hasn't passed the police chief's test yet. Everyone's wondering why they have a police chief's test if it doesn't matter if you have passed it. But it's important to keep in mind that Pierpont has Mosiello under his thumb for this and other questionable reasons.

  19. Dear 1:05am, I can't think of a "better thing" to do than to save the taxpayers from the improper activity orchestrated by the bosses at 4 Penfield Place. The FACTS are what everyone knows but has been too afraid to confront because RETALIATION is the way Mr. Pierpont and his band of thugs operate. THAT'S A FACT. And yes, some of the things he has done and is still doing are, I believe, against the law (in addition to being against any level of human decency). The time has come to do some house cleaning and the house of Pierpont needs it the most. If the board can't or won't get rid of Pierpont then maybe the State or Feds can.

I agree that John Pierpont is a very effective village manager, if you don't mind laws being broken, good people being hurt and him fattening his and his friend's pockets with hard-earned tax dollars. But in fairness, I think Ruggiero and Mosiello are decent guys who can do a good job independently without bending knee to the village manager. I've heard what's been going on over the last few years and I don't like what I'm hearing. And I've seen some of it with my own eyes. I'm at a loss how Al and Joe can just start thinking for themselves and shut Pierpont down as the damage has already been done. Maybe the Board of Trustees needs to step up to the plate and address the monkey business once and for all.

    Westchester County District Attorney Janet DiFiore’s monthly message for November 2011.... centers on the dangers of texting while driving:

    As Westchester County’s chief law enforcement officer, I am concerned with all aspects of public safety, including safe driving, and I would like to focus drivers, especially young drivers and their parents, on safety issues and changes in the law with respect to driving while using cell phones and other hand-held portable electronic devices. It is illegal in New York State for a driver to use a hand-held portable electronic device while driving. The new law allows a police officer to stop a vehicle whose driver is using a hand-held portable electronic device and issue the driver a ticket. The new law defines “using” broadly, to include “holding a portable electronic device while viewing, taking or transmitting images, playing games, or composing, sending, reading, viewing, accessing, browsing, transmitting, saving or retrieving email, text messages or other electronic data.” The new law also increases the penalty, from two to three points on the driver’s license, and allows for a maximum fine of $150.

    Police in Westchester County have issued summonses to approximately 165 drivers for texting while driving as of mid-September, as compared to approximately 100 summonses for texting while driving in all of 2010. In that same July through mid-September period of this year, there were approximately 1,459 summonses issued to drivers in Westchester County for talking on their cell phones while driving.

    We know based on research conducted in this area that using a cell phone or other hand-held electronic device is a dangerous distraction to a driver. A Clemson University study carried out using a simulator found that text messaging and using iPods caused drivers to leave their lanes 10 percent more often than drivers who were not distracted. The National Highway Traffic Safety Administration found that 20% of injury crashes in 2009 involved reports of distracted driving.

    Teen drivers are of particular safety concern to me because of their relative inexperience as drivers and their high rate of texting. Motor vehicle crashes are the leading cause of death among teens. Nielsen reports that the average teen is sending or receiving 3,339 text messages every month, an astounding number that averages out to six messages per hour when these teens are not asleep. Pew Center researchers found that one in three texting teens, ages 16 to 17, admit to texting behind the wheel – one in three ! Government statistics show that the under-20 age group has the greatest proportion of distracted drivers. Of drivers under age 20 involved in fatal crashes, 16% were reportedly to have been distracted while driving.

    Drivers need to put down hand-held device, and parents need to model this behavior for their children, just as they insist on seat belts. Let’s get back to road safety basics: keep your eyes, your hands and your mind on the road.

      The PBA and the Village of Pelham Manor entered into a collective bargaining agreement that included a procedure to be followied by an police officers seeking disability and other benefits available to him or to her pursuant to General Municipal Law §207-c.

      The CBA’s procedure provided for the filing of an application for benefits, a determination to be made on the application submitted, and the review of the determination if the applicant was unhappy with the decision including appealing the denial of such benefits in the event the police officer’s application for §207-c benefits was rejected because the “applicant failed to comply with the agreed-upon procedures.”

      The Village denied the application for §207-c benefits filed by police officer Christopher Laird after determining that he did not file his application for such benefits within the time limit permitted for filing such claims set out in the CBA.

      Laird appealed the determination and he was given an opportunity to demonstrate that he had credible reasons for failing to file the application within the agreed-upon period. His appeal was denied and ultimately the Village Board of Trustees affirmed the initial finding that Laird’s application seeking §207-c benefits was untimely.

      The Appellate Division sustained the Village Board’s decision, ruling that the Board’s determination was “rationally based.”

      The court said that the appropriate application forms were available to Laird upon request and found that other police officers following the procedure set out in the collective bargaining agreement had been granted “disability status” after filing a timely application for §207-c benefits.

  28. If you really want to see Pierpont run for the hills, get the state to do a performance audit. Pierpont would immediately announce his retirement. And I'll throw a big, big party! I had to deal with him for a simple home improvement and it was the most humiliating experience of my life. I'd like to know where he gets off thinking he's better than other people. Especially people that fund his fat paychecks.

  30. Do you know where the fire chiefs daughters car is stored for investigation? It is in the village garage in the auto machanics locked bay. Oh by the way the auto mechanic is THE FIRE CHIEF. This a Mickey Mouse operation they all should be fired. Somebody show the pictures. What an embarashment to the all the past and present real cops. This administrataion the Chief, Lieut and Pierpont dont have a clue about police work and making everyone look stupid. There is more to come.

  33. Mike while I never met you I would like you to know that you have support and people praying for you. I have been a cop for 15 years and have never seen a department like yours. A car and an officer would have been assigned to you and your family for the entire time you were in the hospital. The poorest municipality would have done that because it is right thing to do. You would expect Pelham Manor to be a little more prepaired as I understand its not your first injured officer that spent time in Jacobi in a life and death situation. Who the hell tought this guy how to be a boss?

  37. As a lifelong Manor resident I can not believe what I am reading. I have heard stories over the last several years of poor moral, the firering of officers the forced retirements of others. I have had conversations with all the police chiefs since the early 70s and found the chiefs to be caring for both the residents of Pelham Manor and their fellow police officers. While my conversations were limited I found the chiefs to be very helpful. Except the present chief. He dismissed me as if I were not a human being. I can only imagine how he treats his officers.

    I bet most people in the Manor missed The Journal News article by Ernie Garcia PELHAM MANOR"S TOP SALARIES MOSTLY FOR POLICE AND FIREFIGHTERS------PELHAM MANOR - Police and firefighters represented 19 of the village's top 20 wage earners last year. The village had a total payroll of $5.8 million for 77 full- and part-time employees. Police and fire departments represented 81 percent of the total. An analysis of the village's 2008 salaries indicated that the only village employee to crack the top 20 not working in public safety or the fire department was Village Administrator John Pierpont, who had the village's highest compensation at $217,26.16. The other village employee with a total compensation that surpassed the $200,000 mark was Fire Chief Joseph Ruggiero, who earned $206,074.73. The Journal News examined the village's 2008 salaries as part of a review of public employees' salaries in the Lower Hudson Valley. Information about the salaries was obtained through a Freedom of Information Law request. Both Pierpont and Ruggiero perform multiple jobs in the village, which boosted their compensation. Pierpont is also the buildings inspector, village clerk, village treasurer and superintendent of public works. Ruggiero is also the village mechanic. "We're saving money," said Mayor Joseph Hays, who noted that village taxpayers are saving on employee-benefit expenses for the multiple positions that Pierpont and Ruggiero fill. "There are 14 other villages we consider comparable and we take a look at their salaries for comparable positions," Hays explained. "When you total those up, our total costs for those functions are significantly lower." Salaries in Pelham Manor are comparable to municipalities already reviewed by The Journal News. Mount Kisco's village manager is also the village assessor and his total compensation last year was $182,657. The Journal News has not yet reviewed a community that has a full-time fire chief; the village of Pelham's fire chief is a part-time employee with a yearly salary of $55,000. "If you look at our collective bargaining agreements and what we pay our people, we've been very diligent in controlling those costs," Hays said.

  43. The powers that be in Pelham Manor have made a mockery of public service. The victims are the taxpayers and the real public servants. The Pelham Manor fire chief Joe Ruggiero drives an unmarked car. I don't know many fire chief's that need an unmarked car, do you? Ruggiero has an unmarked car, fully paid and fueled by the taxpayers, NOT so fires don't see him but so he can disappear on the Village dime to various places of interest like the Connecticut casinos. Am I wrong, Joe? And the only mechanical work Ruggiero does as "the village mechanic" is on vehicles privately owned. And of course Ruggiero uses the village property (no rent) and the best tools the taxpayers can buy. Am I wrong here, Joe? Just watch folks, Ruggiero will repair his daughter's car, while he safeguards it (LOL) as part of the accident investigation where his daughter ran into a P.O. Tillistrand while she was texting, and then Ruggiero will charge the village. And Pierpont will quickly process the Village Idiots's, err, I mean, Village Mechanic's hefty invoice.

  44. Pelham Manor is the New Mayberry. The Pelham Manor Police and Fire Departments used to have a nice reputation. Now everyone laughs or shakes their heads in disgust.

    In the update of "The Andy Griffith Show," renamed "The John Pierpont Show," Sheriff Andy Taylor has nothing on "Police Chief Andy" Mosiello who works overtime to set up his own fellow officers.

    Deputy Barney Fife looks like he knows what he's doing compared to Fire Deputy Ruggiero who calls neighboring fire departments when there's a fire. "Fires should be handled by trained professionals," he likes to say.

    Of course, the fun and fraud continues under the careful greedy eyes of Aunt Bee-Pierpont. In the re-make, Aunt Bee-Pierpont sheds any hint of sweetness, demand a 1/4 million dollar salary and finally comes out as the nasty old transvestite that he/she is. (Don't eat the apple pie!)

    Any ideas who should play Floyd (the barber) Lawson? Or Gomer Pyle?

But don't be opportunistic savages and utilize this horrible accident as a means to get your points across! That is pathetic and very easy to do hiding behind an anonymous name...pray for Mike and pray for Jill. SAtop wasting your time and the villages money blogging like cowards! Mike needs to get better and so does Jill. It's horrific to hit someone with a car, let alone have a bunch of over the hill, disgruntled employees/citizens dragging your name through the dirt to prove a point about the village!     Pretty funny. Did you know that the original Andy Griffith Show script called for Andy to be the sheriff, the Justice of the Peace, the local town newspaper's editor and the mayor? But Andy Griffith canned the idea of him having so many roles in the ho-dunk town of Mayberry- Andy thought it was "too ridiculous" Look it up, it's true.

    Anyway, it's nice to know that my $35,000-plus in taxes supports an administration that is more ridiculous than the fictional Mayberry.

    The failings of the Police and Fire Departments must be addressed by the Board of Trustees-- most of whom I believe are lawyers.

  48. Hey 5:54/5:56- you are completely correct. Everyone should be praying for both Jillian and Mike. Yes, it was an accident, a horrible accident. But what happened after the accident was criminal AND YOU KNOW IT. YOU, my friend, cannot excuse criminal acts by so-called members of law enforcement because a tragic accident involved the chief's daughter. (You probably know who I am, and I'm quite sure I know who you are as you could never spell)

    I don't want to talk for anyone else here but myself but I don't think anyone is saying anything bad about Jillian- my heart goes out to her and Mike. Her father, the police chief and Pierpont should have simply done the right thing but they chose to break the law and go into their typical cover-up/bullying/make-phone-call mode.

    I'd like to get your fat ass under oath denying the fact that we are all witnesses to corruption by Pelham Manor public officials (I won't mention names but I hope John Pierpont rots in hell for putting otherwise decent people in a position of not being able to trust their fellow workers and for having to fear for their jobs each and every day.)   49. Hey, it's Christmas, let's be merry. I'm just happy that the current and immediately prior Pelham Manor police chiefs both got the top job without passing the police chief's test. Maybe it's a requirement in Pelham Manor that the police chiefs DON'T pass the the police chief's test. It seems to me that reading at a 2nd grade level would be enough.

    I'm also happy that both the current and immediately prior police chiefs did "security" work (read: got paid cash money) for the head of one of the top organized crime families.

    Maybe John Pierpont and the Pelham Manor Board of Trustees simply have a unique type of individual in mind when they think of who would be best to serve the community (read: THEM) as the chief of police.

  50. Keep in mind that the last time the Westchester County District Attorney's office addressed the types of crimes that have been wide-spread in Pelham Manor was NEVER. Maybe the current DA is different but I wouldn't hold my breath. Consider going to federal prosecutors especially since it appears federal laws are being broken.

    I'm an attorney and I live in the Manor. I obviously have a significant investment in the integrity of my local government like other homeowners and I believe a village administrative overhaul is warranted. I question, though, the thought of a special prosecutor, at least initially. The Pelham Manor Board of Trustees are elected and need to hold substantive public hearings on all the issues I'm reading about on this website. Has anyone been in touch with them? The Pelham Manor Mayor is James O'Connor. The Board Trustees are Betrand Sellier, Neal Schwarzfeld, Raymond Vandenberg and Louis Annunziata. They can't remain silent on these important issues.

  53. I bet most people living in the Manor don't know about PERMA. It stands for Public Employer Risk Management Association, Inc. It is billed as "New York's premier provider of workers compensation for public entities." PERMA is "governed" by Public Officials and guess who is one of those guys is charge of PERMA. The one and only John Pierpont. If you ever get Pierpont questioned by a Special Prosecutor, he needs to be questioned about certain things at PERMA. I'll get some stuff here soon.

By the sound of it, it appears that the parties that have commented could be employees who have no integrity themselves to leave their names and/or are "friends" of the parties of interest.  Apparently none of you appreciate your career choice, nor did you ever have the courage to make the decision to quit and let another qualified person represent what has actually become a great civil service career. Those of you that can not handle what is "required" of you to fulfill your duties should think about an exit strategy quick, before one is shown to you from your own bad decisions. If you happen to be one of the slot filling bodies that can not handle the reality of life, death and the carnage on between perhaps you should continue to find a way to claim injuries and mental instability to defraud the people you sworn to protect with your life. (those of you know who you are, and finally know that everyone that you thought was your friend or possibly an acquaintance is actually laughing at you and always has been. A person's true colors aren't difficult to see when they were too weak to mask them from the beginning. It is an unfortunate embarrassment to the public, to your brothers and sisters and If you aren't aware yet...to your families. It's a shame that YOU are the only ones responsible for ruining your career and your future. It has become apparent in the past few years that perhaps the village was the one that made the bad decision to hire you. Soon to be "Good riddance to bad rubbish." You will be removed.

If the driver of the car that hit Mike Tillistrand had been from the Bronx, Mount Vernon or New Rochelle (think COLOR of....car) or didn't have a recognizable last name, he or she would have been introduced to NYState Penal Law 120.10, Assault 1st. Degree and 120.25 Reckless Endangerment 1st deg. Speaking of 'he or she' - why was the media originally told BY THE POLICE that the driver of the car that hit Mike was a male?

One of my favorite Laurel and Hardy routines as performed by village administrator Pierpont and police chief Mosiello is when Mosiello hired a group of undocumented workers to clean out the basement of the Pelham Manor Police Department. There was little regard for the stock pile of arms and evidence. The workers removed a pile of of military tear gas grenades and an Army shoulder-fired M79 grenade launcher. Pierpont wasn't too happy and started going through the garbage but the cache of grenades had already been taken away. Mutt and Jeff couldn't figure out where the items had been taken. Instead of following up and reporting the incident to ATF, Pierpont and Mosiello went into cover-up mode. Hey, Committee on Public Integrity- I'm asking you to report this to ATF.

It appears that the so-called elected officials (mayor and board members) somehow got to appoint a village manager who doesn't have to answer to the taxpayers or any future boards. Who did the background check on Pierpont? Did they talk to the DA or Mount Kisco people to see why Pierpont was axed as village manager in Mount Kisco? Taxpayers need to take the village board member elections more seriously.

Some guy named Jim Monaghan, a manager at Morton's Steakhouse left a comment on the December 24th "Pelham officer makes strides after car accident" Journal News story- "PLEASE MAKE SURE CHANNEL 12 GETS THIS INFO, SO THEY CAN MAKE A HUGE DEAL ABOUT THIS PART OF THE STORY, INSTEAD OF CRUCIFYING THE CAR DRIVER."

    No one wants to crucify the car driver. Since it is undisputed that she was driving and texting when she hit Tillistand, she should be held accountable- no more and no less than anyone else. I guess you think you're better than the common folk, huh, Jim. You see, Jim, civilized people can follow the law, and the law can be quite understanding to the young woman whether she is politically connected or not. I think everyone agrees that both Mike Tillistrand AND Jillian need our prayers. But you can't condone the ILLEGAL action of the police chief and the village administrator in their attempt to cover-up what happened. Are you suggesting that Jillian should be treated differently because her father is the fire chief? Are you saying that village manager Pierpont and police chief Mosiello were correct to attempt to cover-up what happen?   62. Something is wrong at the Pelham Manor police department. In 1996, Manor Detective Charles Schuta was hit by a truck and killed while trying to stop traffic on Interstate 95. I too question training and backup procedures.

    A current Pelham Manor Detective Ken Campion got into a car accident in Yonkers after drinking. Poof! The inquiry just disappeared. Gone. All OK. Tip your drink to this trick by Det. Ken Campion. The little people in Westchester will be held accountable for DUI, not Ken Campion. Accident or not.

  67. Lets talk facts the car is in the village garage under the control of the drivers father who is a mechanic. No police department in the world would allow that to happen only the idiots who run the PMPD not the men who work for the PMPD the bosses lol bosses. The stupid Pelam Manor Det. who has been described to the chief by his partner as the dumbest person he has ever met asked the driver for her phone and she said no so he walked away. We would have know at that moment if she was on the phone. If she was not we would not be talking about this right now. But the chiefs number one rat let her walk away with the phone. Those are facts smells like an attempted cover up to me. And the worse part is it is probably going to show the driver did nothing wrong which I hope is what it happened. So what will it show is the fools on the second floor covered up what did not need to be covered up. But that is typical of the day to day operation of the Pelham Manor PD under the blind leading the blind leadership that presently exsists.

ANSWER: none *** The Pelham Manor Fire Department calls neighboring fire departments EVERY TIME there is a real fire.*** The call goes out EVERY TIME to other fire departments not just sometimes or when help is really needed. And guess what, that out-of-town fire department then bills the village of Pelham Manor. Quite a system, huh?

Who do you suggest should bear accountability for the mismanagement of the village offices, and the police and fire departments? Should the most junior person be held accountable for what's going on? I don't think so. I suggest that the head of each department is responsible, and those people happen to be Mr. John Pierpont (admin), Mr. Joe Mosiello (fire) and Mr. Al. Ruggerio (police). I PAY TAXES IN THIS TOWN AND I WANT ANSWERS. And I'm not alone. Just this morning I received over 20 emails from fellow, taxpaying neighbors -- none of whom have to my knowledge any relatives on the village/town payroll.

Respectfully, I would submit too you, since we are purportedly on the same team here, too wait until any evidence of criminality is presented/found or mismanagement/ or a "cover up" regarding an injured officer before jumping to conclusions based on current employee/s and x employee allegations. Id venture to bet, some of these bloggers are also big violators of ethics. Perhaps we should be including them in this discussion of the overall ethics of the administration and both departments. Knowing just about every member of the PD, I can say that probably only about 1/2 of them would pass the "ethics" test much less a psychological. I have heard unbelievable stories about every person on the current management team that would make your head spin and even some of the officers. Tales of impropriety, scandal, illegal activities and misuse of taxpayer funds. A quick example would be how many days of work certain people have missed in their respective careers or not even showing up for work at all when scheduled, getting paid, while on the taxpayers dime. Would you consider that ethical? Do you believe all you read is entirely true? While I appreciate your interest in the Village and more importantly the health and well being of this fine young officer, if you have been a resident for a long time you d recognize that this is a viscious cycle. From what I have heard, current top PD administration is responsible for getting rid of/supplanting/couping the former Chief, and the former Chief with help from current PD top Admin. responsible for getting rid of Chief before that with help from certain Sergeants and Lieutenants. So, this appears to be another attempt in the series possibly from current employees and x. Are some of these things written true? I guess maybe we will find out. Since we are both residents why dont you leave your name and address so I can drop by for a talk one night and I can bring you up to speed. IF YOU DEMAND ANSWERS (CAPS)...perhaps you should leave an address and open invitation for a tea.... Or we can talk about "commodes" and how the Police Department doesnt have enough?? Its a shame that really "good ethical" cops and firemen (RANK AND FILE) are going to have to deal with aftermath of this forum which appears to be an outlet for sour grapes current employees/x-employees to voice their opinions, and other current employees seeking advancement and all the while the good cops of rank and file have their work ethic and reputations sullied and badges tarnished. All of this by a band of idiots who have made a career of doing absolutely nothing in their careers except stepping on and over those weaker then them. Perhaps focus should be on recovery of the good cop officer tillistrand who was injured and holding some benefit for him while he recovers?

In fact the good cops and fireman will benefit from having new and honorable leadership. Once these lawyer/trustees are publicly made to comment on the long list of questionable (and criminal) actions by certain public servants they will no longer be able to remain silent. The are ethically bound as lawyers to report it; and their sworn oath as a trustee compels them to take necessary action. And most compelling, the taxpayers DEMAND ACTION. I want to know which one of the lawyer/trustees will say it was no big deal to secret information about the missing pile of of military tear gas grenades or the Army shoulder-fired M79 grenade launchers? This is way beyond a few disgruntled employees.

  97. There really neads to be more transparency in the PM village offices. I don't like what I'm reading. While some of the comments are useless, much of the information has been swirling around town for quite some time and we all deserve some answers. People must be held accountable for their actions and no one is above the law. I've always felt like I was pulling teeth when I tried to get information from the PM village offices. I just don't bother anymore. It's no way to run a public office paid for by taxpayers. Keep the heat on, I say.

  98. John Pierpont is no Dick Blessing, the previous PM village manger from the early-70's to the mid-90's. If I remember correctly, Dick also wore various hats like Mr. Pierpont does: engineer, surveyor, manager, etc. But times have changed and everything is more complicated; giving one person too much power begs for a compromised process of inside deals and public corruption. I don't know if the allegations I'm reading are true but the current Board of Trustees is obligated to publicly address each and every one of them.

It's clear that you have a problem with authority and since you were never able to move up like some of us, you rebel and chose to be the Hypocrite that you are. Let's not bring up the so called associated that have gone before you. If you think you are going to get the "straight and narrow" associates of yours to move vertically up the promotional ladder, this is not the way to go about it. One may look good on paper, but in reality it's nothing but a facade. Just like this overnight website. Just quit, retire or for your own sake take a trip to the Bermuda triangle.

    I happen to live the police officers and firemen in Pelham manor!!! They have done alot for the neighborhood. Look around, we do not have major crimes here! That is because they do a wonderful job keepIng the riff-raff out of here! My special thanks and gratitude go out to all the men on the force in our village!

Or the 207 vacationers who should have become shoe salesmen or mattress professionals instead. Who the hell hired these waste of an X chromosomes anyway. Oh yeah, this was when police officers used to take out the trash for little old ladies and go close their garages. If that's what you want to do then move to Florida and work in a nursing home. It's 2012 sir, I believe the people of today expect a safer place to live and the confidence that their homes are able to be protected by competent police. Notthe snivlers that were hired 15-25 yrs ago.

  109. When you consider what is lurking 3-10 blocks in any direction outside of Pelham Manor its a miracle we are so safe (by comparison to other communities). I think its a tribute to these fine officers who take their jobs seriously and protecting the residents here. I for one feel they should be commended for outstanding Police Work....or at least the ones who actually come to work for the most part. I also want to thank the Fire Department as well.

  111. How many excellant employees cops,fireman and dpw workers have left the employ of the Manor who did not want to leave. They were basicelly threatend with some BS and forced to leave. The moral is terrible why. They get paid well they like the job they like the residents but it is impossible to work when you may be next to be forced out. Pierpont wants complete control he ran the dpw then the fire dept and now the police dept. He hand picks his puppets and gets rid of the employees who dont agree with his dictatorship. If these department heads had balls like all the ones before them the moral would not be shot. Your employed to serve the residents not Pierpont.

If everyone posting here would visit him I am sure Pelham Manor would have an even better Police Department than it already does. We all wish him the best. As for the Combat Cook/Marine I heard he is pretty good with a potatoe peeler and soup ladel. Face it the job is full of hairbags.

  114. Are you suggesting past administrations had balls? If that is so, then why did they "retire"? Past administrations came to power much in the same way (greed, back stabbing. and mob tactics). They lost power and their support waned once rank and file saw that they were being sold out for their own gain and the gain of their friends. A quick look at PM reminds me of The Sopranos. In a small department everyone is shuffling for the few positions that there are and ones that they might see opening in the future. Mgmt is also involved in creating room/positions for their friends. Most of these people are bottom feeders. Back stabbing is the essence of the PMPD especially now. Its a place were your friends get promotions regardless if there are other more respected and possibly better qualified candidates.

  118. All of this is very sad but needed and long overdue - I hope there are sweeping changes that leave a healthy work atmosphere for both the employees and the residents. Pelham Manor can indeed be great again!

  126. I have been a resident of Pelham Manor for over 20 years. John Pierpont has always been professional and reasonable in my interactions with him. He is not a local boy like Ruggiero who has a habit of bullying citizens through his position as the Chief. His kids are very nice but there has to be a full investigation.
